Cost-of-Education Policy
Effective July 1, 2001
The Council of Deans approved a formal cost-of-education allowance policy for graduate fellowships on June 6, 2001.

Policy
Any cost-of-education allowance or institutional payment in lieu of tuition and fees awarded to the University by an external agency shall accrue to the Graduate College, if the following circumstances are present:
- The cost-of-education allowance or institutional payment may be used at the discretion of the University.
- Students receiving stipends as a result of the award also receive a tuition and fee waiver from the Graduate College and are required to pay only refundable fees.
In general, tuition and fees will be charged to awards that spell out tuition and fees as a line item in their budget as long as the budgeted amount exceeds tuition and fees assessed. If the budgeted amount does not exceed tuition and fees assessed, the Graduate College may award a tuition and fee waiver and treat the budgeted tuition and fees as a COE allowance if there are no restrictions to the contrary. This policy does not apply to NIH training grants. This policy supersedes previous arrangements concerning cost-of-education allowances. Any exceptions to this policy must be approved by the Dean of the Graduate College.
